Stillwater Utilities: Bill Pay, Login & Phone 2026
City of Stillwater Utilities • Oklahoma customer guide
If you need to pay a City of Stillwater utilities bill, log in to the Paymentus customer portal, start or transfer service, report a power outage or deal with a past-due balance, use the task-specific information below instead of guessing which City department to contact.
Stillwater’s customer-owned municipal utility system provides electric, water, wastewater, trash and recycling services. Utility & Billing Services handles accounts and payments, while the City’s 24-hour Utility Assistance line handles electric, water and wastewater problems.
Stillwater Utilities Quick Answers
You can make a one-time payment or register an account. Registered users can see billing, payment and consumption history for up to three years.
Stillwater specifically says online customers must create a new profile each time they change addresses.
Call 405-372-3292 for electric, water or wastewater service problems instead of waiting for a billing-office reply.
How to Pay a City of Stillwater Utility Bill
Stillwater offers more than one self-service payment route. Online Paymentus access is the most useful when you want to review the account before paying, while phone payment is useful when you already have the account number and do not need to inspect bill history.
Pay once or register an account to view bills, payments and consumption history.
The interactive voice-response system handles automated bill payment. Your utility account number is required.
Opt in to receive the current balance and due date by text, then reply “Pay” using a stored payment method.
Stillwater sends a statement about 21 days before the bank account is drafted.
Return the bill stub with your check. The City specifically says never to mail cash.
Payments can be brought to the Stillwater Municipal Building during Utility & Billing Services hours.
After opening the City’s payment page
- Choose online payment, phone, bank draft, mail, drop box or in-person payment.
- If paying online, follow the City’s Paymentus customer-portal link.
- Keep the utility bill nearby because your account number must match the bill exactly.
- If scheduling a future payment, choose a date that is no later than the due date.
- Save the confirmation until the payment appears on your utility account.
One-Time Payment or Full Portal Account?
The official Paymentus portal has a one-time-payment option for customers who simply need to submit a payment.
Registration is better when you want payment history, consumption history, stored methods, paperless billing or scheduled payments.
After opening the Paymentus portal
- Select Make One Time Payment if you do not need full account management.
- Select Login if you already registered.
- Select Register Now if you need a new profile.
- Before submitting money, verify that the account and payment amount are correct.
- Paymentus says a posted payment may take up to two business days to appear on the utility account, so keep the confirmation.
Pay by Text and Secure eBill
Registered Paymentus customers can opt into Pay-by-Text. The text message shows the current balance and due date, and replying “Pay” uses the card, debit card or bank information stored in the customer profile.
Customers can also opt into the City’s secure PDF eBill service. The password-protected bill can be opened from email and includes a payment route inside the document.
Automatic Bank Draft
Stillwater’s bank-draft program pays the monthly utility bill directly from a checking or savings account. The City says a statement is mailed approximately 21 days before the draft.
To enroll, complete the City’s bank-draft authorization and return it to the Municipal Building at 723 S. Lewis Street. Bank draft enrollment requires a zero balance.
Stillwater Utilities Login and Online Account Registration
The Paymentus portal is the City of Stillwater’s current online utility account system. Registered customers can access billing, payment and consumption history for up to three years.
What You Need to Register
Stillwater Utility Billing Cycles and Due Dates
Stillwater divides utility accounts into four meter-reading cycles. Your cycle determines roughly when the meter is read, when the bill is produced and when payment is due.
| Billing cycle | Meter read | Bill date | Approximate due date |
|---|---|---|---|
| Cycle 1 | First week of month | 15th | 8th of following month |
| Cycle 2 | Second week | 22nd | 15th of following month |
| Cycle 3 | Third week | 29th | 22nd of following month |
| Cycle 4 | Fourth week | 8th | 1st of following month |
The City describes these dates as approximate. The due date printed on your actual bill controls, so use the statement rather than estimating your deadline only from the cycle table.
Late Stillwater Utility Bill and Reconnection
If payment is not received by the due date, Stillwater says the account immediately becomes subject to a late charge and possible disconnection.
If service is disconnected for delinquent payment, the City’s current delinquent-account rules require the entire outstanding balance plus applicable fees to be paid before reconnection. A disconnection and reconnection fee applies, and additional charges can apply when reconnection is made after normal office hours.
After opening the delinquent-account page
- Determine whether the account is merely late or service has already been disconnected.
- If you need a payment arrangement, contact Utility & Billing Services as soon as possible.
- If service is already disconnected, ask for the exact full balance, reconnection charges and any additional deposit.
- Pay through an approved City payment route and keep the confirmation.
- If restoration timing is urgent, confirm reconnection status directly rather than assuming payment alone completed the process.
Life-Support Customers
Stillwater’s delinquent-account guidance says customers for whom disconnection would create a life-threatening situation can provide a certificate signed by a doctor or other health authority so arrangements can be made for priority reconnection during a power outage.
Start, Stop or Transfer Stillwater Utility Service
New residential customers can apply online or establish service in person. Existing customers, and customers who had service in their name within the past two years, can generally establish or move service by calling Utility & Billing Services.
New Residential Customer Checklist
- Be at least 18 years old
- Valid government-issued photo ID
- Completed residential utility application
- Copy of lease if renting
- Deposit if required by credit-risk score
- Processing fee added to the first bill
Stillwater says the residential deposit is based on the customer’s credit-risk-factor score.
If you had City utility service in your name during the previous two years, service can generally be established or transferred by phone.
The final bill from the previous Stillwater address is applied to the customer’s new account number.
After opening the service page
- Choose start, stop or transfer based on your move.
- New residential customers can use the online utility-service application or visit the Municipal Building.
- Prepare a government-issued photo ID and lease when renting.
- Review the possible $0-$200 credit-based deposit and current processing fee.
- Existing or recent customers can call 405-742-8245 to discuss service at the new address.
- If stopping service, provide the information needed for the final statement and possible deposit refund.
Stillwater Power Outage, Water Interruption and Utility Problems
The City’s 24-hour Utility Assistance number is 405-372-3292. Use it for electric, water or wastewater service problems.
The power-outage system accepts your name plus account number and/or phone number, with optional comments.
The City also maintains a map showing known water-service interruptions.
Missed collection and broken-cart reports are handled separately from the 24-hour electric/water line.
After opening the outage page
- Choose electric outage, water interruption, waste management or another City issue.
- For electric, water or wastewater problems, call 405-372-3292 when you need immediate utility assistance.
- If reporting power loss online, enter the account number exactly as printed on the bill, including all digits and dashes, when available.
- Add the phone number connected to the account to help the City’s outage system associate the call with the service address.
- If you request a callback when power returns, the City requires the utility account number.
Link Your Phone Number Before the Next Outage
Stillwater’s outage system can recognize up to two phone numbers linked to a utility account. When you call the 24-hour line from a linked number, the service address can be added to the known-outage list automatically.
To check or update the phone numbers attached to an account, call Utility & Billing Services at 405-742-8245 or use the City’s phone-link form.
Stillwater Utility Assistance and Average Billing
Stillwater has two different types of help that are easy to confuse: Average Billing helps smooth normal monthly bill fluctuations, while community assistance programs are intended for customers facing financial hardship.
Average Billing
Customers who have lived at the current residence for at least one year and have a zero utility balance are eligible to sign up for Stillwater’s Average Billing program.
Utility Assistance Program
Stillwater’s Utility Assistance Program dates to 1984 and is funded by voluntary customer donations. The City says assistance funds are distributed through the Central Oklahoma Community Action Agency (COCAA).
Payne County residents may also find help through local churches, nonprofits, Our Daily Bread, The Salvation Army, Mission of Hope and the Oklahoma Department of Human Services. Availability and eligibility can change depending on funding.
Official Stillwater Utility Assistance InformationAfter opening the assistance page
- Review the list of local assistance contacts shown by the City.
- Contact the organization directly to ask whether utility-bill funds are currently available.
- Ask what income, household or crisis documentation is required before submitting sensitive information.
- If the account has a disconnection deadline, continue working with Utility & Billing Services while seeking assistance.
Stillwater Utility Rates in 2026
Stillwater does not use one simple rate for every utility customer. Electric, water, wastewater and waste-management charges each have their own schedules, and the City also offers several electric rate classes.
2026 Residential Electric Customer Charge
The City’s 2026 residential rate estimator shows a $17.17 customer charge for the standard RS residential electric class.
Your complete electric bill also depends on metered kWh and the Power Cost Adjustment, which can vary.
Stillwater’s rate page also lists separate electric schedules for low-usage residential customers, heat-pump customers, energy-efficient residential service, block billing and other specialized service classes.
Water and Wastewater Are Separate
Water charges depend on meter size and metered consumption. Wastewater has its own rate structure, so a customer’s complete City bill cannot be estimated from the electric customer charge alone.
Official Stillwater Utility RatesAfter opening the utility-rates page
- Choose electric, water, wastewater, stormwater or waste-management rates.
- For electricity, identify the rate class printed or applicable to your account before estimating cost.
- For water, use your meter size and actual gallon consumption.
- For wastewater, review the City’s separate wastewater rate schedule.
- Use the City’s residential rate estimator for an estimate, then compare the result with the actual bill because the Power Cost Adjustment and account-specific services can change the total.
What Services Are on a Stillwater Utility Account?
Stillwater is a customer-owned municipal utility system rather than only a water-billing department. Residential and commercial accounts can involve several City services.
The City’s electric system operates local transmission, substations, distribution lines and the Stillwater Energy Center.
The Water Utilities Department handles drinking-water treatment and wastewater treatment, including infrastructure serving Stillwater and certain surrounding rural water districts.
Trash and recycling services are also tied into the City’s utility and billing system, while missed collection can be reported separately.
