Boise Utilities: Pay Bill, Login & Phone 2026
City of Boise Utility Billing • Boise, Idaho
The City of Boise Utility Billing system handles sewer, trash, recycling, compost, some pressurized irrigation and geothermal billing. If you need to pay your Boise city utility bill, create the new 2026 online account, use one-time payment or ask about a past-due balance, Utility Billing is the correct office.
One distinction saves a lot of confusion: the City utility bill is not generally your electricity, natural-gas or drinking-water bill. Those services are handled separately by other providers.
Boise Utility Billing Quick Answers
City billing covers water renewal (sewer), trash, recycling, compost, pressure irrigation and geothermal where applicable.
Boise moved utility customers to a new online payment system in 2026. If an older login no longer works, register in the current portal rather than using an old payment bookmark.
The City’s current payment page says Boise does not charge a convenience fee for credit cards or other listed payment types.
What Does the City of Boise Utility Bill Actually Cover?
This is the most important Boise-specific distinction. City Utility Billing manages several municipal services, but it is not the billing office for every utility connected to a Boise home.
Call Utility Billing at 208-608-7460 for the City account, City bill, payment or service-account questions.
The City uses Veolia meter readings to calculate many residential sewer charges, but the City sewer bill and Veolia drinking-water bill are separate.
If the lights are out or the bill is for electricity, use Idaho Power rather than Boise Utility Billing.
Natural-gas billing and emergencies are handled separately from the City utility account.
Power Outage or Gas Emergency?
Idaho Power’s Treasure Valley number handles customer service and power-outage reporting. For a downed power line, stay away and call 911.
Intermountain Gas instructs customers to leave the building or area first and call from a safe location.

How to Pay a Boise City Utility Bill
Boise now offers registered online payment, one-time payment, AutoPay, 24-hour phone payment, mail, walk-in payment and a City Hall drop box. The best option depends on whether you want account history, recurring payments or simply need to pay once.

Use the City’s One-time Payment route with your account number, payment information and secure identity verification.
Add the 15-digit utility account, create a payment method in My Wallet, then configure AutoPay.
The automated payment option runs 24 hours a day and accepts credit, debit or eCheck payments in English or Spanish.
Mail the bill stub with a check or money order and allow enough time for postal delivery.

Boise replaced its previous online utility-payment system in 2026. Customers who had been paying online or using automatic payment were required to create an account in the new system.

Moving In or Out of a Boise Utility Account
Boise uses different routes for owners and tenants. The City’s current residential page provides online forms for owner move-in, owner move-out and tenant move-out, while tenant move-in requests must be handled directly with Utility Billing.
Call Utility Billing at 208-608-7460. The City specifically directs tenant move-in customers to contact the billing office.
Use the City’s Residential Owner Move In form from the official move-in/move-out page.
Use the Residential Owner Move Out form and provide the information requested by Utility Billing.
Use the Residential Tenant Move Out form rather than an owner form.
After opening the move-in / move-out page
- Identify whether you are the property owner or tenant.
- If you are a tenant moving in, call Utility Billing rather than choosing an owner form.
- For other residential moves, select the form that exactly matches owner/tenant and move-in/move-out status.
- Enter the service-address and account information requested by the City.
- Keep a copy or confirmation of the submission and contact Utility Billing if your service date is time-sensitive.
How Boise Calculates a Residential Sewer Bill
Boise calls sewer service Water Renewal. For most existing residential customers, the usage portion is based on winter drinking-water consumption rather than current summer water use.
The City uses water-use information supplied by Veolia and averages two meter readings taken between October 15 and April 15. Winter readings are used because outdoor irrigation has much less effect on consumption during that period.
One CCF equals 100 cubic feet, or approximately 748 gallons of water.
The City’s current example uses 5.93 CCF × $8.58, plus a $12.95 monthly base fee, for a $63.83 monthly water-renewal charge.
Boise applies the updated winter-use calculation until the next annual readings are processed.
After opening the sewer-rate page
- Determine whether you are an existing customer, new customer or private-well customer.
- For an existing account, compare the City’s winter-use figure with the relevant Veolia bills.
- Review the current CCF rate and monthly base fee.
- If usage rose unexpectedly, check for a leak before assuming the rate is wrong.
- Contact Utility Billing promptly if the readings or billed amount appear incorrect.
If a Leak Raised Your Sewer Charge
Boise has a specific water-use-increase adjustment process for unusual water use occurring between October 15 and April 15, including qualifying leaks or temporary household changes.
- City utility account number
- Service address and account verification
- Dates of increased water use
- Explanation of what caused the increase
- Proof that the problem was resolved
- Veolia readings or leak-check documentation
- Repair invoice if professionally repaired
- Repair receipts if repaired yourself
After opening the adjustment form
- Verify that the increased use occurred in the applicable winter-use period.
- Enter the account and service information requested by the City.
- Select whether the increase involved an inside leak, outside leak or another increase in use.
- Explain what happened and how it was resolved.
- Attach the requested Veolia readings or leak notice plus repair documentation.
- Submit the complete request and keep the emailed copy of the form.
Past-Due Boise Utility Bill: What Happens and What to Do
The City’s current Terms & Conditions state that overdue amounts are payable immediately and that a 1.5% monthly late charge applies to services not paid by the due date. Returned payments can also be assessed a fee.
Utility service can be suspended for nonpayment under Boise City Code. If you cannot pay the balance in full, the City’s payment page specifically directs customers to call Utility Billing to discuss a payment arrangement.
Check the current balance in the portal, then call 208-608-7460 if you need an arrangement.
Do not rely on a slow mail payment. Contact Utility Billing and confirm what amount and timing are required.
Contact Utility Billing because Boise’s terms state that returned payments can carry an additional fee.
Ask about a payment arrangement and review the City’s hardship and emergency-assistance programs below.
After opening the billing terms
- Review the Due Date and Late Payment Charge sections.
- Check the Service Suspension language if the account is delinquent.
- Compare the rules with the dates and charges printed on your current bill.
- Call Utility Billing if you need a payment arrangement or the account is at risk of suspension.
Boise Utility Bill Assistance and Hardship Discount
Boise currently offers a 30% utility-bill hardship discount for qualifying customers. The City also lists an Emergency Water Utility Assistance program administered by El-Ada Community Action Partnership.
Use the City’s assistance page to review current income guidelines and the application route.
The City says qualifying utility customers can request $100 applied to their bill once per year through the El-Ada-administered program.
El-Ada can be reached at 208-345-2820. Boise’s assistance page also points customers toward separate Idaho Power, Intermountain Gas, Veolia and Ada County assistance programs when the problem involves those bills rather than the City account.
Official Boise Utility Bill AssistanceAfter opening the assistance page
- Start with the City Hardship Discount if you need ongoing reduction of the City utility bill.
- Review the current income requirements before applying.
- If you need emergency bill assistance, follow the El-Ada program information.
- If the bill is actually Idaho Power, Intermountain Gas or Veolia, use the separate assistance link for that provider.
- If a City bill is already past due, also contact Utility Billing rather than waiting for assistance approval.
Trash, Recycling or Compost Problem: Billing vs. Pickup
Boise separates billing problems from collection problems. Calling Utility Billing about a missed cart can add an unnecessary step because Republic Services performs the actual residential collection.
Use for charges, account changes, broken or missing cart account requests and billing questions.
Use when the scheduled trash, recycling or compost cart was not collected.
Use for sorting guidance, recycling, compost and household-hazardous-waste program questions.
Boise Utility Rate Changes Coming October 1, 2026
Boise’s fiscal year 2027 begins October 1, 2026. The City’s Utility Billing page already lists the average rate increases scheduled with that new fiscal year, so customers comparing a September and October bill should expect some changes even if service use is similar.
The City describes this as the average increase across water-renewal customers; an individual account may differ.
Applies to the upcoming fiscal-year residential solid-waste rate structure.
Relevant to customers connected to Boise’s municipal geothermal system.
Boise lists a separate 21% average increase for gravity lateral customers.
After opening the Utility Billing page
- Scroll to the Rate Increase Information section.
- Identify the service on your bill: sewer, residential solid waste, geothermal or irrigation.
- Remember that the percentages are Citywide averages.
- For account-specific impact, compare the new bill with usage and service details rather than multiplying the entire old bill by the average rate increase.

8. What should I do if a leak increased my Boise sewer bill?
Review the City’s Water Use Increase adjustment process immediately.
