Bank Drop-Off Rules
St. George’s April 2026 payment notice says utility payments can be made at local Cache Valley Bank and State Bank of Southern Utah branches without being a bank member. The customer needs the payment coupon or utility account number.
The City says to allow two business days for bank processing. If the account is already on shutoff, use the City website or City Hall instead.

St. George uses Paymentus for online utility account payments. The portal provides separate options for a one-time payment, customer login, new registration and password recovery.
Use this route when you have the utility account information but do not need portal account-management features.

Start St. George Utility Service
The residential application is available online at any time, but St. George says applications are processed during regular business hours and customers should normally allow at least three business days for service connection.

- Choose whether you own or rent the property; renters should expect the $125 deposit requirement.
- Select the requested connection date and review the connection or Read & Change fee language.
- Review all entered information before submitting because the City says the form cannot be edited after submission.
- Do not consider the request submitted unless you receive both the confirmation number and confirmation email.
What Happens to a Residential Deposit?
The City’s current FAQ says a residential renter’s $125 deposit is refundable after three years of timely payment history. The City pays 2% annual interest on the deposit.
When moving within St. George, the deposit may be transferred to the new residence. At final disconnection, it can instead be applied to the closing bill, with any remaining balance handled by the City.
Stopping Service
St. George asks for at least two business days’ advance notice when disconnecting service. You need the account number, customer name, service address, requested disconnect date, forwarding address and phone number.

The City’s current residential service agreement says utility charges are due according to the date printed on the bill. A delinquent account is subject to a 5% monthly late charge on the unpaid balance.
St. George may also assess a processing charge when a shutoff notice is issued. If service is terminated for nonpayment, the application says all delinquent charges must be brought current and a reconnection fee also applies.

St. George offers an Average Monthly Payment, or AMP, program for residential customers who want to smooth seasonal utility costs rather than pay large summer and winter swings.
The utility account must have been in the customer’s name at that service address for at least 12 months.
The account must have a zero balance, and AutoPay must be set in Paymentus to pay the bill amount on the due date.
The City recalculates the AMP amount each month using current charges plus the prior 11 months of actual charges, while also accounting for approximately one-twelfth of any overage or shortage.

What the Extra Charges on a St. George Utility Bill Mean
A St. George bill can look more complicated than a stand-alone electric or water bill because several City and regional services may appear together.
The energy-use portion reflects kilowatt-hours consumed. The City also bills a residential electric customer charge for fixed utility costs.
The City’s current utility FAQ identifies a 6% energy tax on electricity.
