Minneapolis Utilities: Pay Bill, Login & Phone 2026

Minneapolis Utilities: Pay Bill, Login & Phone 2026

City of Minneapolis Utility Billing • Water, sewer, stormwater & solid waste

City of Minneapolis Utility Billing handles the municipal bill for water, sewer, stormwater and qualifying City solid-waste services. If you need to pay a bill, use Quick Pay, register for Premium Access, start or transfer service, restore water after a shutoff or question a charge, the correct 2026 route depends on the task.

Electricity and natural gas are separate. Minneapolis identifies Xcel Energy as the electric utility and CenterPoint Energy as the natural-gas utility, so those energy bills are not paid through the City’s utility-billing portal.

Independent guide: city-utilities.org is not the City of Minneapolis. We cannot access your account, collect a payment, stop a water shutoff or change utility service. Enter account, banking and card information only through official City systems.

Water emergency 612-673-5600
Utility Billing office 505 Fourth Ave. S., Room 620B
No login needed Use Quick Pay

The City’s online billing system has a separate Quick Pay route when you want to make a one-time payment without registering for Premium Access.

Want to avoid payment fees? Use eCheck or another no-fee option

Online eCheck, automatic bank-account payments, mailed checks, bank bill pay and qualifying cash payments are among the City’s no-fee choices.

Water was shut off? Payment alone is not the last step

For nonpayment shutoffs, Minneapolis says you must pay the total balance due and contact Customer Service before restoration.

One bill, several City services: a Minneapolis utility statement can include water, sanitary sewer, stormwater and solid-waste charges. An unexpectedly high total does not necessarily mean water consumption increased.

How to Pay a City of Minneapolis Utility Bill

Minneapolis provides several payment routes. The biggest 2026 change is the new card-processing fee, so the least expensive method may be different from the method you used last year.

Quick Pay Online, no normal login

Use the Quick Pay button in the official utility portal for a one-time payment.

Premium Access Registered online account

Pay bills and use additional account features including recurring payments, e-billing, profile management and service requests.

Phone 612-673-1114, option 2

Pay by card or bank account. The automated system gives you a confirmation number when the payment is complete.

Automatic payment Checking or savings account

The City-managed automatic payment program withdraws the amount on the utility-bill due date.

Cash Service Center or participating retailers

Cash payment is available free at the Public Service Building and participating retail locations when you follow the City’s barcode process.

Mail P.O. Box 77028, Minneapolis, MN 55480-7728

Make the check payable to Minneapolis Finance Department and write the utility account number on it.

Official Minneapolis Utility Payment Options
After opening the City’s payment page
  1. Choose online, phone, automatic payment, cash, bank bill pay, mail or in-person payment.
  2. If paying online, decide between Quick Pay and registered Premium Access.
  3. Keep the account number from your current utility statement available.
  4. Check whether your selected payment type carries a fee before authorizing it.
  5. Save the confirmation number for online or telephone payments until the account updates.

2026 Credit-Card Processing Fee

Effective June 1, 2026, Minneapolis began passing through a 2.35% processing fee on credit-card utility payments. The City says it does not keep this fee.

$50 payment About $1.18 card fee
$100 payment $2.35 card fee
$200 payment $4.70 card fee
$300 payment $7.05 card fee

The current payment page also marks debit-card and digital-wallet transactions as fee-bearing. Because the payment screen controls the final transaction amount, review the fee shown before submitting.

No-fee alternatives: the City lists eCheck, automatic checking/savings payments, mailed or in-person checks, your bank’s online bill pay and qualifying cash payments as ways to avoid credit-card fees.

What You Need for Phone Payment

Paying by card Have card and billing ZIP information ready

You will need the utility account number, card number, expiration date, CVC and the ZIP code associated with the card’s billing address.

Paying from a bank account Bank payment is listed as fee-free

Have the utility account number, bank account number and bank routing number ready.

Paying Cash Without a City Hall Visit

Minneapolis also supports free cash payment at participating retailers. The City’s current list includes select CVS, Dollar General, Dollar Tree, Family Dollar, Love’s, Office Depot, OfficeMax and Walgreens locations.

You need your utility account number and must create the payment barcode through the City’s official payment process before going to a participating store.

Minneapolis Utility Billing Login: Standard, Quick Pay & Premium Access

The Minneapolis portal has more than one access level, which is easy to misread. Standard Access is not the same thing as Quick Pay, and Premium Access adds features beyond basic account lookup.

Standard Access Limited account lookup without registration

Use an account number or service address to view limited account information such as balance, billing and usage history.

Quick Pay One-time payment without Premium login

The portal directs nonregistered users to Quick Pay when they want to make a payment rather than only view Standard Access details.

Premium Access Full self-service account

Premium Access adds e-billing, recurring-payment plans, profile management and online service requests.

What You Need to Register for Premium Access

  • Utility account number from your bill
  • Mailing address
  • Mailing ZIP code
  • Phone number associated with the utility account
  • A recent utility statement for reference
  • A working email address for account management

  5. Keep your most recent bill nearby because the portal uses information from the utility account during registration.

Start, Transfer or Stop Minneapolis Utility Service

New customers can submit an online Application for New Service. The City’s form says a Customer Service representative reviews the information and enters the required work orders, with normal processing taking 1–3 business days.

What the New-Service Form Does

Identify the service address. Search for an existing Minneapolis property or choose New Property if the address does not appear.
Choose home or business service. The application first identifies the account and service type needed.
Complete property and applicant information. The official form moves through Service Address, Property/Owner Information and Application Information.
Review and submit. Check the information before sending the request to Utility Billing.
Allow 1–3 business days. A representative reviews the request and contacts you if additional information is needed.

  5. Allow 1–3 business days for Utility Billing to process it and respond if follow-up information is needed.

Stopping or Transferring Existing Service

If you already have Premium Access, Minneapolis lets you manage a move through online Service Requests. Choose Disconnect Service to stop service or Transfer of Service when moving the account.

  1. For a new account, follow the City’s new-service application route.
  2. For an existing account, sign in with Premium Access.
  3. Open Service Requests.
  4. Choose Disconnect Service or Transfer of Service for your move.
  5. If online access is unavailable, call Utility Billing at 612-673-1114.

What Happens to Garbage & Recycling When You Buy a Home?

For Minneapolis residences with four or fewer units that use City collection, solid-waste service stays with the property. New owners who put the City utility bill in their name are automatically enrolled for the property’s existing City garbage and recycling service.

The City then sends a welcome letter showing the carts registered to the property. Cart number or size can be changed afterward. Organics recycling is different: it requires a separate signup, although the City says there is no extra charge to participate.

Restart Minneapolis Water After a Shutoff

If the water was turned off for nonpayment, Minneapolis requires two actions: pay the total balance due and contact Utility Billing Customer Service.

The City says water service is restored within 24 hours after you pay the balance and contact Customer Service.

Confirm the total balance due. Use the official utility account or call Customer Service if the amount is unclear.
Pay the required balance. Keep the transaction confirmation or receipt.
Contact Utility Billing. Call 612-673-1114 so the City can proceed with restoration.
Complete the Water Release Form. Minneapolis requires the form before turning water back on, including when nobody will be present at the property.
Watch for restoration. The City’s published target for nonpayment restoration is within 24 hours after payment and contact.
Water turned off for another reason? Minneapolis says you need to make an appointment with Customer Service rather than using the nonpayment restoration process.

Minneapolis Utility Rates & Fees for 2026

Minneapolis measures water in units of 100 cubic feet, or about 748 gallons. Your total bill can include usage charges, fixed water/sewer charges, stormwater and solid-waste costs.

Water usage $3.88 per unit

One billing unit is about 748 gallons.

Sewer usage $5.92 per unit

Residential seasonal billing rules can change the billed sewer usage.

5/8-inch meter $11.75 water + $9.30 sewer

Published 2026 monthly fixed charges.

Solid-waste base $33.99 per unit

Cart charges and applicable solid-waste taxes can add to this amount.

Average single-family stormwater $16.35

Residential stormwater charges vary with the property’s impervious area classification.

Water turn-on / turn-off $90 each

The current fee schedule lists separate $90 turn-on and turn-off charges.

Why Minneapolis Sewer Charges Can Change Seasonally

For residential properties with three or fewer dwelling units, sewer billing works differently in winter and summer. From December through March, sewer usage reflects actual water consumption.

From April through November, the City generally uses your Average Winter Consumption. If your actual use during one of those months is lower than the winter average, Minneapolis says it bills the lower actual usage instead.

This system is designed so water used outdoors for activities such as lawn watering or washing a car does not automatically create the same sewer charge as water that actually enters the sanitary sewer.

Other Common 2026 Fees

Water turn-off $90

Current published service charge.

Water turn-on $90

Current published service charge.

Residential missed appointment $45

Applies to a missed residential water appointment under the current fee schedule.

NSF / bounced payment $30

Current nonsufficient-funds charge.

Small garbage cart $2.23

Cart amount listed in addition to the solid-waste base fee.

Large garbage cart $5.69

Current large-cart amount; solid-waste taxes also apply where required.

Official Minneapolis 2026 Utility Rates & Fees
After opening the City’s rates page
  1. Check water and sewer usage rates first.
  2. Find your meter size to identify the fixed water and sewer charges.
  3. If the property has City collection, review the solid-waste base and cart fees.
  4. Review the residential stormwater category for the property.
  5. If a bill changed unexpectedly, compare the specific service that increased instead of only comparing the grand total.

How to Read a Minneapolis Utility Bill

The bill separates account information, meter readings, account activity and current charges. Knowing where each number comes from is useful before calling about a high bill.

Account section Name, address and account number

The top section shows the bill payer, service address, account number, bill date and account status.

Meter section Check actual vs. estimated readings

The City uses codes including ACT for actual, CUS for customer-supplied, PRO for prorated and EST for estimated readings.

Current charges Look at each service separately

Water, sewer, trash, taxes, stormwater and the state drinking-water testing fee can appear in this section.

One unit equals about 748 gallons. The difference between previous and current meter readings determines the units of water billed. If a bill jumps, first check whether the latest reading is ACT or EST and whether the usage itself changed.
Official Minneapolis Sample Utility Bill
After opening the sample-bill guide
  1. Compare the account and service address at the top with your own statement.
  2. Look at previous and present water-meter readings.
  3. Check the reading code to see whether it was actual, customer-supplied, prorated or estimated.
  4. Compare individual water, sewer, trash and stormwater charges.
  5. Use the pay stub area to confirm the current due date and amount due.

Think the Minneapolis Utility Bill Is Wrong?

Call Utility Billing first and ask for an explanation of the charge. If you are still not satisfied, Minneapolis provides a formal written dispute process.

45-day deadline: the City’s Utility Billing Dispute Form says the complaint must be filed within 45 days of the due date of the bill being disputed.

What the Dispute Must Include

  • Your name and contact details
  • Utility account number
  • Property address
  • Bill date or dates being challenged
  • Exact disputed amount or amounts
  • Factual reason for the dispute
  • Copies of relevant bills or supporting documents
  • Your signature and date

The form also warns customers to continue paying charges that are not being disputed. Failure to pay undisputed charges can still lead to delinquency consequences.

  1. Contact Utility Billing first if you only need an explanation.

  5. Submit the written complaint within 45 days of the disputed bill’s due date.
  6. Continue paying charges that are not part of the dispute.
