City of Minneapolis Utility Billing handles the municipal bill for water, sewer, stormwater and qualifying City solid-waste services. Electricity and natural gas are separate. Minneapolis identifies Xcel Energy as the electric utility and CenterPoint Energy as the natural-gas utility, so those energy bills are not paid through the City’s utility-billing portal.

Paying Cash Without a City Hall Visit
Minneapolis also supports free cash payment at participating retailers. The City’s current list includes select CVS, Dollar General, Dollar Tree, Family Dollar, Love’s, Office Depot, OfficeMax and Walgreens locations.

What Happens to Garbage & Recycling When You Buy a Home?
For Minneapolis residences with four or fewer units that use City collection, solid-waste service stays with the property. New owners who put the City utility bill in their name are automatically enrolled for the property’s existing City garbage and recycling service.
The City then sends a welcome letter showing the carts registered to the property. Cart number or size can be changed afterward. Organics recycling is different: it requires a separate signup, although the City says there is no extra charge to participate.

If the water was turned off for nonpayment, Minneapolis requires two actions: pay the total balance due and contact Utility Billing Customer Service.

Why Minneapolis Sewer Charges Can Change Seasonally
For residential properties with three or fewer dwelling units, sewer billing works differently in winter and summer. From December through March, sewer usage reflects actual water consumption.
From April through November, the City generally uses your Average Winter Consumption. If your actual use during one of those months is lower than the winter average, Minneapolis says it bills the lower actual usage instead.

How to Read a Minneapolis Utility Bill
The bill separates account information, meter readings, account activity and current charges. Knowing where each number comes from is useful before calling about a high bill.
