Pay Without Logging In
The official one-time payment route is useful if you do not want to register for My Account. The current payment screen asks for your account number and mailing ZIP code. The City identifies the account number as a 10-digit number.

Cash Payment at Participating Retailers
COLU now offers a Retail Cash Payment option. You generate a barcode from the one-time payment system, then take it to a participating retailer. The City currently lists a $1.99 processing fee per retail cash transaction.
Listed participating chains include 7-Eleven, CVS, Dollar General, Family Dollar, Pilot-Flying J, H-E-B, Stripes and Walgreens. The same barcode can be reused until the utility balance is paid in full.
AutoPay
AutoPay can be set up after signing in or by contacting COLU. The City warns that AutoPay starts with the next billing cycle. Any balance already due must still be paid manually by its due date.

- If service is off, pay through an approved method and retain the confirmation.

Start, Transfer or Stop COLU Service When Moving
Lubbock’s current residential move-in form is unusually clear about what happens after submission. It covers water, stormwater, wastewater and solid waste; electricity and natural gas are separate.

COLU says requests submitted before 4:00 p.m. on a business day are reviewed by 4:00 p.m. that same business day. Requests received after 4:00 p.m. are reviewed by 4:00 p.m. on the next business day. Weekend and holiday submissions begin review within the next two business days.
Residential Water Deposit
The current residential move-in form states that a $150 water deposit is added to the first bill unless the customer is approved for a deposit waiver. After 12 consecutive on-time payments, the deposit is automatically refunded as a credit on the 13th bill.
The form lists possible waiver categories for customers age 65 or older, documented victims of domestic violence, and customers providing an acceptable letter of credit from another water utility provider. Submitting a waiver request does not guarantee approval.

The residential move-out form asks for the 10-digit account number, service address, authorized account holder, forwarding address, move-out date, phone number and email address. COLU says electronic move-out requests are reviewed within two business days.

The City says residential collection is typically twice a week on a Monday/Thursday or Tuesday/Friday schedule. Carts should be out by 6:00 a.m. on collection day, although holidays and severe weather can change service.
