Redding Utilities: Pay Bill, Login & Phone 2026
City of Redding Utilities • California customer guide
Need to pay a City of Redding Utilities bill, sign in to your account, make a guest payment, start service or report an electric outage? The useful part is knowing that one City utility bill can include electricity, water, wastewater and solid waste, while different City departments handle the underlying services.
Utility Customer Service handles the combined account and billing side. Redding Electric Utility, commonly called REU, handles electric service, while the City’s Public Works divisions include Water, Wastewater and Solid Waste.

Pay Without Logging In
Redding’s guest-pay option is useful when you only need to make a payment and do not want to create or recover an online profile. The portal asks for the account number and last name or company name associated with the bill.
The portal notes that the account number is shown in the upper-right area of the utility statement. If you are working from an older account number, the payment site also provides a route for locating the newer account number.

The online account can provide electronic statements, reminders and access to as much as 24 months of bill images.
Redding Utilities Login: What the Online Account Can Do
The City of Redding utility portal allows customers to manage more than payment. It supports bill viewing, usage review, saved payment methods, AutoPay, Pay by Text, paperless billing, scheduled payments and start/stop/transfer requests.
Multiple utility accounts can also be linked under one user ID, which is useful for customers responsible for more than one service location.

- For an urgent outage, use the outage phone route rather than email.

Start, Stop or Transfer Redding Utility Service
City of Redding service requests should normally be submitted at least one business day in advance. The City warns that incomplete or invalid information can prevent service from starting or stopping on the requested date.
What to Know Before Starting Service
- Have the exact Redding service address ready.
- Allow at least one business day for normal processing.
- A deposit may be required for the service location.
- The deposit can usually be divided across the first four bills.
- Existing customers can manage additional locations through their account.
- Contact Customer Service when the online request cannot verify you.
A required deposit can be based on twice the estimated average combined utility bill, but not less than the minimum requirement.
The City’s current utility disclosure separately lists a $50 minimum for water-only accounts.
Residential and business customers may typically divide a required deposit into four installments on the first four utility bills.
Same-Day Service Timing
After opening the Start & Stop Service page
- Choose Start Service, Stop Service or Transfer Service based on your move.
- For a new location, keep the service address ready because deposits are location-specific.
- Complete every required field accurately; incomplete information can delay the requested date.
- Submit the request at least one business day ahead when possible.
- If the portal cannot verify you or same-day service is needed, call 530-339-7200.
Past-Due Bill, Extension and Disconnection Rules
The City’s current utility disclosure says current charges are due within 20 days of the bill date. If payment is not received by the required time after the due date, the account can move from a Late Notice to a Final Disconnection Notice.
If You Need More Time
An eligible extension request must be made before 5:00 p.m. on the next business day following the due date of the bill or notice.
Eligible customers can request amortization of an outstanding balance, subject to City account-history and timing requirements.
The City says eligible extensions or arrangements are generally available once within a 12-month period and can depend on whether the account has had fewer than three Final Disconnection Notices or returned payments during the previous year.
After that final-notice deadline has expired, the City’s current disclosure says required payments must be made with guaranteed funds such as cash, money order, cashier’s check or traveler’s check. Personal and business checks are not accepted for that stage of the process.
After opening the utility disclosure notice
- Review the Payments section for current due-date rules.
- Read Payment Arrangements if you need an extension or amortization.
- Use the Final Disconnection Notice section if a shutoff deadline is involved.
- Check Utility Fees & Charges for current service-related fees.
- Call Customer Service before the deadline if your account situation is unclear.
Redding Utility Bill Assistance and Budget Options
Redding has several different programs, and they solve different problems. CARES is emergency electric-bill assistance; the Residential Energy Discount reduces qualifying electric charges; Budget Bill smooths monthly payments; and eligible customers may also request a preferred due date or payment arrangement.
Qualified residential REU customers facing hardship may receive up to $300 toward the electric portion of a current or past-due bill.
The current City disclosure lists a $20 monthly fixed-charge discount plus 35% savings on the first 450 kWh for income-qualified customers.
For eligible residential accounts, the City uses the prior 12 months of bills to establish a more level monthly payment amount.
After opening the assistance page
- Identify whether you need a payment arrangement, CARES assistance, an electric discount or another assistance program.
- Read the eligibility requirements for the specific program rather than assuming all assistance has the same rules.
- Prepare your City utility account information and any qualification documents requested by the program.
- If your bill is already close to disconnection, call 530-339-7200 while reviewing assistance options.
- Keep confirmation of any application or arrangement and continue following the account’s due-date instructions.
If You Think Your Redding Utility Bill Is Wrong
Redding’s official disclosure provides a formal dispute process. This is more useful than simply waiting for another bill or repeatedly calling without documenting the issue.
Redding Electric Outage and Utility Emergency Contacts
If you are a Redding Electric Utility customer and the power is out, first check your breakers. If the problem is not inside your property, report the outage to 530-339-7200.
REU asks customers to report electric problems by phone. If lines are busy during a widespread outage, a recorded message may answer.
The City instructs residents to stay away from all downed power lines and call 911 or REU at 530-339-7200.
After opening the REU outage map
- Check the map for planned maintenance or unplanned outages in your area.
- Refresh your browser when checking again; the City notes that the outage map does not refresh automatically.
- If your outage still needs to be reported, call 530-339-7200.
- For a downed power line, stay away and call 911 or REU rather than approaching the equipment.
2026 Redding Utility Rate Snapshot
Redding’s utility bill can combine several services, so one rate does not explain the whole statement. The current official rate pages are most useful when you separate electric, water and wastewater charges.
$0.1492 per kWh is the energy charge still listed on the City’s current rate page.
The 2026 uniform commodity charge is $2.13 per CCF for the published residential water schedule.
This is the published 2026 fixed wastewater service charge for a single-family dwelling.
Electric Bill Example
Using the current E1 schedule, 800 kWh of electricity produces an energy charge of $119.36. Adding the $40 fixed charge gives $159.36 in base electric charges before any other adjustments or separate City utility services. This matches the residential example in REU’s published rate book.
After opening the Rates & Fees page
- Find the utility shown on the line item you are checking: Electric, Water, Wastewater or Solid Waste.
- For REU residential electric service, look for Residential Service E1.
- For water, check both the fixed meter charge and commodity charge.
- For wastewater, use the residential or commercial classification that actually applies to the property.
- Compare the effective date with the billing period on your statement.
After opening the proposed-rate page
- Read the City’s current status statement before using any projected rate-increase figures.
- Note that the previously scheduled March 2026 public hearing was canceled.
- Do not confuse projected bill examples with an adopted current rate.
- Use the City’s current Rates & Fees page for the rate actually listed as current.
